TDI Assistant Program Manager

MassDevelopment is accepting applications for a TDI Assistant Program Manager for the Agency’s Boston office.

 

Offering a wide range of finance programs and real estate development services, MassDevelopment supports economic growth, development, and investment across all sectors of the Massachusetts economy: public, private and nonprofit; commercial, industrial, and residential. Our staff works in collaboration with developers, businesses, communities, and banks to identify investors and leverage funds to support economic growth.

 

Under the direction of the TDI Operations Officer, the TDI Assistant Program Manager will provide programmatic support to the TDI program and related staff. MassDevelopment’s Transformative Development Initiative (TDI) is a program for Gateway Cities designed to accelerate

economic growth within focused districts. The program works with cross-sector partnerships to engage community members in actionable planning, implement local economic development initiatives, and spur further public and private investment. TDI acts like an accelerator for places, the program is deployed in TDI Districts for a period of 2 – 4 years. During this time, the goal is to assist the progress of catalytic investments and seed the long-term practices and relationships that will support inclusive local economies. In addition to partnership development, TDI focuses on place-based solutions and implementing incremental improvements to the built environment as a critical component of neighborhood revitalization.

This TDI Assistant Program Manager will continue to operationalize the program and provide additional project management capacity to the department.  This person will be responsible for optimizing the systems and resources necessary to help a dispersed team succeed and meet program goals across ten diverse districts across the Commonwealth, while collaborating with other departments in the Agency.  While the TDI Team is located at various locations across the Commonwealth, this position will be based in MassDevelopment’s Boston headquarters. This is a unique opportunity for the right candidate to get meaningful early-career experience working with an evolving and dynamic program tackling some of the Commonwealth’s most compelling urban development challenges.

 

Core Components of the Position:

 

Program Operational Design and Support

Facilitate and manage reporting from TDI Districts on a timely basis, coordinating with office protocol, staff workflow, and considering various inter-agency needs for information. Use weekly updates to track progress and advise on additional interventions and program strategy in the context of the program schedule and district work plans.
Assist with the research of best practices and advise on the development of case study content and the strategic organization and development of the TDI resource library.
Prepare and edit documents for TDI Program reporting and content for public presentations.
Facilitate program operations, including vendor and expense management, contact databases, and program data collection, including reporting on outcomes and recommending interventions.
Manage program data on specific metrics within TDI districts, including following up with fellows for additional information, including reporting on outcomes and recommending interventions.
Facilitate content, staff engagements, coordinate logistics, and develop calendar of staff events, such as monthly team meetings and professional development.
Provide logistical support for community workshops, including planning and on the ground facilitation.
Work with marketing and communications to assist with content creation for social media and other outward-facing communications.
Manage systems, equipment support, and logistics for TDI Fellows working across the Commonwealth.
Project Support

Manage and monitor consultant work product as directed, and facilitate communications to related staff to ensure effective communication and project delivery.
Keep database of vendors updated with project information and manage contracting and payment for current scopes.
Maintain project work plans that include budgets, and schedules.  Create and update meeting minutes.
Grants Management

Support TDI grant programs as well as Real Estate’s Commonwealth Places grant program in the following ways:
Review and organize grant applications, conduct preliminary screening, and facilitate review panel process.
Facilitate issuance of RFPs, program guidelines, and organize related program communications.
Track and disburse grants including securing and receiving all required reporting.
Create year-end reporting documents including photos/narratives and reporting collateral.
Required Qualifications:

Bachelor’s degree, ideally with a concentration in a related field, such as architecture, planning, economic or community development, political science, policy and/or real estate.
Multi-tasking capability with an ability to manage a variety of project scales and multiple deadlines.
Strong problem solving and communication skills.
Working knowledge of Microsoft Office products, including Word, Excel, PowerPoint and Access.
Ability to create and maintain Excel spread sheets, and use/maintain information contained within the Agency database.
Demonstrated skill for effective and clear visual and verbal communications.
Experience with and interest in systems and organizational structures that promote efficient program management.
Demonstrated interest in helping small cities thrive and a desire to develop a career in place-based urban economic development.

 

Preferred qualifications:
1 year or more of direct experience in municipal economic development or urban planning e, or related experience in public or private sector in a similar program management role.
Experience with grants management (writing, receiving, deploying, reporting and tracking) and effective budget management practices for nonprofit organizations.
Proficiency with GIS and other mapping/graphic visualization tools, such as Adobe Creative Suite.

 

Occasional adjustments to schedule may be required.  May be required to occasionally work weekends or nights and attend night and or weekend meetings.  May be required to attend in state and out of state seminars.  Position requires up to 10% in state travel, and requires the ability and means to travel on a flexible schedule as needed.
